Waltham homes planned while Scartho appeal lodged

Planning permission is being sought for 150 new homes on the edge of Waltham, near Grimsby.

An outline planning application has been submitted to North East Lincolnshire Council for 15 acres of agricultural land off Bradley Road, which is currently outside the village's development boundary.

Meanwhile, an appeal has been lodged against the refusal of permission to build 300 homes on the southern edge of nearby Scartho.

In April, the local authority rejected Cyden Homes's plans for the development between Louth Road and Waltham Road after local opposition to the scheme.

According to the Local Democracy Reporting Service, North East Lincolnshire Council cannot demonstrate a five-year housing supply of expected new housing.

Without a five-year supply, planning policy requires a presumption in favour of sustainable developments outside existing development boundaries.

This point is being made by the developer as part of the Waltham application.

The council's planning committee refused the Cyden Homes proposal for Scartho on various grounds, including that it was outside the development boundary, it would intrude into the green corridor between Scartho and New Waltham, and the site potentially had heritage assets of archaeological interest.

The appeal states that further archaeological assessments have since been carried out.

A small enclosure, possibly of Iron Age origin, has been identified in the site's south-eastern corner. The application states that such a find "would not warrant preservation in situ" but the plans "do allow for this level of protection".

The appeal is set to be decided after an informal hearing in early October.

Last August, a separate application by Cyden Homes for 249 new homes nearby was approved on appeal after the council had originally turned it down.
