Why is this game so slow compared to the first? Both teams have champions who scale well and have multiple carries. Neither team wants to fight early on but rather when they reach the point where they are strong.

Scaling refers to how a champion grows in power as the game progresses. If a champion has poor scaling, they are strong in the early game but weaker later on. If a champion has good scaling they are the inverse; weak to begin, but will gradually get stronger via items, levels or both.

A carry refers to a champion who is generally weaker in the early stages of the game but ramps up in power as the game progresses and literally carries the rest of their team to victory, as long as they're protected.
A hyper carry is a champion who does that - but to the extreme. With low durability, they die fast, but also kill fast and can rip through multiple opponents in mere seconds.

From his lore, very little is known of Mordekaiser. A giant suit of metal encases an unknown entity. One day Mordekaiser just turned up and demanded to be allowed into the League.
Mordekaiser had his entire kit reworked recently, gearing him toward the bottom lane rather than his old home that was the mid lane. Morde has a lot of tools when he gets into close range but is mostly defenseless at long range which means as long as your don't get too near, Mordekaiser's effectiveness plummets.
Mordekaiser's passive allows him to control the Dragon if he assists in killing it. For a moderate duration or until it dies (again), he can have the dragon do his bidding adding a sixth temporary member to the team.

Mordekaiser is a very different champion to grace the bottom lane. Typically long range champions will be the character of choice for the marksman role as the name would suggest. Mordekaiser is melee ranged but if he gets near you, you're probably already dead.
Gangplank is also locked in, often banned out because of his insane damage output. Gangplank is able to place down barrels which, when detonated by Gangplank, cleave through the health bars of anyone caught in the blast radius.
