Plaid Cymru got 36,160 votes, with Reform second with 27,542 votes.
It is looking increasingly the case that Labour's Alun Davies will lose his seat in Blaenau Gwent Caerffili Rhymni after a recount widened the gap between his party and Reform for the seventh seat.
BBC Wales understood the gap to be 111 before the recount but its now about 200.
If that's the case it is likely the seat will return three Plaid and three Reform members.
Newly elected Reform MS Dan Thomas has spoken in Newport after his party came top of the poll in Casnewydd Islwyn.
"In just five years, Reform has gone from winning 1% of the vote in the Senedd elections to being the main contender for government, smashing Labour in the process," he says.
"It has taken Plaid Cymru decades to come anywhere near to the same. The momentum is with Reform because we are the people's army."

The second seat has just been declared in Wales.
Plaid Cymru has won 27,407 votes in Pen-y-Bont Morgannwg, with Reform coming second with 24,602 votes.

Two seats have gone to Reform UK in Casnewydd Islwyn: One to the party's leader in Wales, Dan Thomas, and the other to Art Wright.
Plaid Cymru's two seats go to Peredur Owen Griffiths and Lyn Ackerman.
One seat has gone to Welsh Labour's Jayne Bryant and one seat to Natasha Asghar for the Welsh Conservatives.

The first seat has just been declared in Wales.
Reform has won Casnewydd Islwyn, securing 25,571 votes over Plaid Cymru with 23,069.
Each party has picked up two seats, with Labour and the Conservatives each getting one.

Multiple sources have told the BBC that Morgan, who has been first minister since 2024, is expected to lose her seat.
Helen Jenner, lead candidate for Reform UK in Bangor Conwy Môn, says her party could gain three seats in the constituency.
Speaking from the count in Llandudno, Jenner says the piles of Plaid and Reform votes are looking neck and neck, which is “reflective of what we’ve been seeing in the polls”.
Jenner says she’s “very excited and very confident,” adding that she and Reform UK Wales leader Dan Thomas “work very well together”.
Turnout for the Senedd election is expected to be over 50% for the first time, according to elections expert Sir John Curtice.
He says he now expects the amount of voters taking part to be about 53%.

BBC Wales reporter at a count in Casnewydd Islwyn

As we get closer to an expected declaration at Casnewydd Islwyn Reform’s leader in Wales Dan Thomas has arrived at the count in the Newport Velodrome.
His arrival has caused a stir but, contrary to rumour, there’s no Nigel Farage accompanying him.
A Reform member here told me a little while ago they’re hoping they could even clinch three out of six seats as they try to become the largest party in Wales.

We’re still waiting for our first result, but one thing is clear: Labour has taken a pounding.
Step back from the excitement of the moment and the drama of the recount - currently under way in Blaenau Gwent Caerffili Rhymni - and reflect on the historic significance.
A century of dominance is at an end.
It's political. It's cultural. For some it will feel almost genetic.
And it is still too soon to say who will represent the new era - Plaid Cymru or Reform.
If you want to follow the election results in Welsh, you can do that on BBC Cymru Fyw.
You can also listen to the results programme on BBC Radio Cymru or BBC Sounds and you can watch the Welsh results programme on S4C, which is also available on the BBC iPlayer or S4C Clic.

There is a recount taking place in Blaenau Gwent Caerffili Rhymni for what we understand is the sixth seat.
There are thought to be 111 votes between Labour and Reform for the final spot in the constituency.
Otherwise, we understand that Plaid Cymru are likely to get three seats, with at least two for Reform.
Image source, PA MediaArriving at the Bangor Conwy Mon election count in Llandudno, Plaid Cymru leader Rhun ap Iorwerth says he was hearing “lots of positive noises across Wales”.
He said: “But, it’s very, very early, and I’ve watched enough elections as a correspondent, as well as a politician, to know that we hold back until we have the big picture."
He added it had been “clear for some time” that Wales is ready for change, adding: "Our job has been to try to encourage people to make the correct change.
“We’ll be watching very, very carefully over the next few hours.”

Plaid Cymru is saying they have won three seats in Blaenau Gwent Caerfilli Rhymni.
No word yet on how the other three seats there break down. An official result is expected imminently. It would be the first to declare.
"Symbolic and poetic that Caerffili is the first to declare after the historic by-election where Plaid Cymru won a decisive victory last October," the party says.

The absolutely crucial couple of hours are the ones between now and teatime.
As we look intensively at the picture in Wales, Labour pretty much conceding that they're going to lose in Wales.
You know, Labour have won elections in Wales since before Sir David Attenborough was born. That's how long their longevity of success has been in Wales.
And it's going to end, or at least end for now, today. And that is huge.
Who emerges as the winner in Wales? It looks like it will be a tussle between Plaid Cymru and Reform.

A Plaid Cymru spokesperson is briefing that the party is "confident" of winning three seats in Caerdydd Penarth - which covers the west of the capital as well as the town of Penarth.
They estimate three Plaid Cymru, one Green, one Labour and one Reform in the seat.
"Clear there has been a huge shift from Labour towards Plaid. Looking positive across much of Wales but still too early to call on overall numbers," I am told.
Image source, Getty ImagesHot on the heels of news that First Minister Eluned Morgan is expected to lose her seat, Labour have said they expect to have 10 Senedd members.
The party's spokespeople are saying officially that they are expecting to return a group of "around 10 MSs".
It had 30 before the Senedd expanded.
There will be 96 Senedd members elected for the next term when counting finishes today.
The party said: "We now expect to lose several hardworking and respected members of the Senedd.
"We thank them for their service to their communities.
"It is looking like Welsh Labour will return a group of around 10 MSs - which will at least allow a vocal Labour opposition, even though we are deeply disappointed about not being able to lead a government."
Regarding the first minister, the party says: "We do not have the final result but we’ve always known it was going to be a hard fight for Ceredigion Penfro. "
The First Minister Eluned Morgan is expected to lose her seat in Ceredigion Penfro, multiple sources tell the BBC.
The Welsh Labour leader had been first minister since 2024.
