Hibs nudge closer to Motherwell but will know they missed a big opportunity to get closer to their rivals for fourth place and a guaranteed European spot before the pair meet at Fir Park next weekend.
The hosts had 21 shots and 12 corners as they failed to find a way past goalkeeper Jerome Prior and his determined defenders.
Jamie McGrath hit the crossbar with a rising shot after his first effort had been blocked.
The Irish midfielder came close again when his deflected strike squirmed under Prior, with the goalkeeper managing to stick out a hand to stop the ball crossing the line.
Owen Elding and Warren O'Hora threatened with headers as Hibs ended the first half with 80% possession.
Livingston were content to sit deep, although Stevie May and Joel Nouble did test Raphael Sallinger with first-half shots and Nouble later made a mess of a two-against-one break.
McGrath struck a post just before the hour following a neat pick-out from Nicky Cadden.
Martin Boyle could not connect with a Felix Passlack cross in front of goal, then Prior pushed a Dane Scarlett shot into the path of Josh Campbell only for the substitute to crash the ball high over the target from close range.
Referee Lloyd Wilson awarded Hibs a late penalty when Boyle tumbled under a tackle from Mo Sylla but quickly changed the decision after reviewing the incident.
Livingston packing men behind the ball and defending for the lives can have come as no surprise to Hibs.
Too many passes from Gray's team went from side-to-side and backwards in the first 45 minutes, while they were guilty of rushing things as the clock ticked down.
McGrath was unlucky to see two efforts cannon against the woodwork, but Campbell needed a cooler head when presented with the game's most glaring chance and Hibs' striker combinations failed to convince, with Ante Suto reduced to one hooked effort on target on his first start and Scarlett again looking short of what was expected from his loan arrival from Tottenham Hotspur.
Livingston looked dead and buried when Bartley lost his first two games after taking over from David Martindale but they still have Kilmarnock, who they visit next, in their sights.
Prior was solid between the sticks and Brooklyn Kabongolo was a tower of strength in central defence, getting his head on cross after cross and making some smart, sliding interceptions.
Bartley will be hugely encouraged by this unbeaten run, although draws will need to turn into a few wins to give Livi a chance of top flight survival.
Hibernian head coach David Gray: "We had real control, a dominant performance, enough chances to win two games.
"If I was being critical, our composure in the final third was maybe lacking slightly.
"It shows that you have no right to turn up and win any game."
Livingston manager Marvin Bartley: "The boys gave me everything. That's all I expect, to get 100%, and I'm definitely getting that from the starters and all of the subs.
"As long as every player and every staff member continues to give everything, we have a fantastic chance to get out of this situation."
Hibernian go to Fir Park for a tasty meeting with Motherwell on Saturday (15:00 GMT) while Livingston host Kilmarnock at the same time.

Hibernian remain unbeaten in their last 19 top-flight home matches against newly promoted opponents (W9 D10) since a 0-1 defeat to Ross County in December 2012 under Pat Fenlon.
Livingston have only won one of their last eight Scottish Premiership meetings with Hibernian (D2 L5), a 3-2 away win in August 2023.
Hibernian are unbeaten in their last 20 home league games against non-Old Firm clubs (Celtic/Rangers), winning 15 and drawing five since a 1-2 defeat to St. Mirren in November 2024. This is the longest unbeaten home run in the Scottish top-flight by a side other than Celtic/Rangers against non-Old Firm opposition since Kilmarnock went 21 without defeat from August 2005 to December 2006.
