Police arrest two men on suspicion of explosives offences as authorities declare a major incident and evacuate about 200 homes in Derby

As part of the response to the evacuation of multiple streets in Derby, community groups have been coming to the fore to help.
Amjad Ashraf, who runs the Pakistan Community Centre, said they were approached by the city council in the early afternoon and were asked if they could help people responding to a major incident.
"For us, naturally that's a yes - we serve the community, we're based in the community," he said.
"Initially there was a lot of confusion in terms of how long this major incident is going to last for, [but] I think the council and the police put the message out that there's a likelihood that it's going to be for 24 hours.
"That shocked a lot of people, [they] were really taken aback."
Mr Ashraf said about 50 families had come in during the day, many of which had now found alternative accommodation.
"It's times like this when the community really pulls together and supports one another, and this is another great example of that," he added.

One of the evacuated residents said it had been "pretty frustrating" waiting for information about where he would spend the night.
Stefan Mrena, from Harrington Street, said he arrived at about 15:00 to collect medicine and belongings.
"I'm starting to get really tired and would like accommodation," he said.
"I'm just pretty upset - you expect stuff like this to not be able to [happen]."

In a statement the authority said its workers "are on site to support with translations and help reassure any residents who have been evacuated".
It also confirmed accommodation "has also been arranged for any residents that need any support overnight and the coming days".

An evacuated resident has described the drama after police in Derby helped residents leave their homes.
Amy Anderson, who lives on Shaftesbury Crescent, said she was called by a friend at about 14:00 to say police were in the area.
"I went out to speak to the police and that's when they told us that we needed to evacuate.
"That was all the information they gave us, other than get your pets, get your medication and get out," the 34-year-old said.
"It's been very daunting and a bit [of] the unknown... you're not expecting to have to pack up your things in a moment."
Ms Anderson, who is six months' pregnant, said she was fortunate to be able to go to family, adding: "It's been a less than perfect afternoon, but obviously it can't be helped."


Derbyshire Police have held their press conference about the major incident in Derby that's seen two men arrested on suspicion of explosive offences.
Supt Becky Webster confirmed the details already shared by the force about the arrests and the areas evacuated, and confirmed officers will be knocking on all properties in the cordoned area.
She reassured residents the evacuations were "a precaution to ensure the safety of those in the area".
The two men who have been arrested on suspicion of explosive offences are Polish nationals, Derbyshire Police has said.
A police spokesperson told the BBC it released this information in line with national guidance around forces being encouraged to disclose the ethnicity and nationality of suspects to combat misinformation.

Gary Robb, from the Salvation Army in Osmaston Road, said he received a call this afternoon to ask if the site could be a "rest centre" for affected households.
He said St John Ambulance Service and the British Red Cross were also involved in the response.

Groups of residents are standing on the pavement looking down Shaftesbury Crescent, which leads down to Vulcan Street, with children and families together speaking to police.
There is no access to multiple roads, and residents and cars are being turned away from the streets affected.
It's getting dark and it's raining, but residents seem to understand the situation.
The mood is confused, but no-one appears to be upset.

A resident who was forced to evacuate his home after the major incident was declared said he was "shocked and surprised" by the development.
Esteban Duda, who lives on Holcombe Street, said he was told to leave the area by a police officer.
"It was not a very pleasant feeling because I just woke up," the 17-year-old said.
"I was very shocked, I didn't know what to do. I literally jumped off my bed, put my clothes on and then I was just letting everyone know [they had to leave]."

Derbyshire Police said residents around the area of Vulcan Street "may hear a bang shortly" as part of a controlled explosion.
A force statement said it was part of work being carried out by the Army's explosive ordnance division, who were helping officers deal with the ongoing incident.

A police cordon is in place across the junction of Vulcan Street and Shaftesbury Crescent.

Derbyshire Police has issued the following advice as it declared the major incident.
"Anyone who lives within the affected area is asked to prepare to be out of their homes for 24 hours and make preparations should they need medicines or require pets to be moved from an address," a spokesperson said.
"The initial rest centre for those affected will be located at the Salvation Army, 38 Osmaston Road, Derby, DE1 2HU, and is being run by Derby City Council."
Police say officers will be knocking on all properties within the cordon and have asked anyone who leaves before then to contact the force.
"Updates will be placed on our force channels as and when they are able to be shared and these will be placed on the Derbyshire Constabulary Facebook page and news page of the force website," the spokesperson added.
