Doctor Who is rescued from life-threatening congestion.

Science fiction exploration from Doctor Who into a future congested world, where the environment has been so badly polluted that it is life threatening to stand by the side of the road. Thousands of hover-cars are on the motorway trying to escape from a dying city and Martha is kidnapped by one couple who need her to escape. The Doctor is saved from the congestion by a passing driver.
