Ministers blow the dust off their briefs

Political stability as a necessary ingredient to building a successful economy was uppermost in Sir Reg Empey's mind when he returned to the Department of Enterprise, Trade and Investment. ''We now have a second chance to make devolution work,'' he said.

''Change is all around us, political change and economic change.'' The SDLP's Sean Farren, Minister for Higher and Further Education, lost no time in confirming details of a pounds 5.5 million package of special initiatives for further education colleges.

Ulster Unionist Sam Foster, at Environment, said he was delighted to be back in harness. He vowed to give the Waste Management Strategy - published shortly after the executive was suspended - a high priority.
