  10. CICRA dissolution to be examined by scrutiny panelpublished at 09:12 BST 22 June 2020

The decision-making process to dissolve CICRA, the Channel Island Competition Regulatory Authority, will be reviewed by Jersey's Economic and International Affairs Scrutiny Panel.

The demerging of Jersey's and Guernsey's joint regulatory authority from 1 July was announced by Minister for Economic Development Ian Gorst on 23 April.

Senator Gorst made the decision "to better address the different competition issues faced in Jersey and Guernsey", the Government of Jersey said.

The panel will examine the decision-making process and its impact on competition regulation in Jersey.

It will also determine whether stakeholder engagement took place in the lead up to the announcement and how separating the authority will affect competition regulation in Jersey and pan-Channel Island sectoral regulation, the government added.

Chairman of the panel Deputy Kirsten Morel said it was "important" to examine the decision, especially as it was "made amidst a global pandemic".

He said: "It is essential that Jersey maintains a strong and independent competition regulator and so the panel will be looking closely at the impact of the decision and the evidence used to inform it."
