I think it's a bad idea. I can understand the suggestion but the public transport system in Richmond is terrible.

The cost will encourage a certain type of person to move to the area and makes it more exclusive, which is a shame for people on lower earnings who want to live here.

My choice of car would be affected by the cost of a permit
