In the past, Democrats have narrowed the money gap through “soft money”. This is given to parties at state level to bypass legal limits on gifts to individuals' campaigns, but was banned in 2002. In 2004 donors - mainly Democrats - gave to so-called "527" groups which campaign indirectly through issue-based ads and voter mobilisation drives.
