Strike disruption spreads across Wales
Widespread disruption to public services across Wales has caused chaos on Wednesday, as schools and day centres are hit in the council staff strike over pay.

Twenty-eight of the island's primary schools are closed. All of the island's five secondary schools are closed to pupils. Libraries in Benllech, Newborough and Rhosneigr are open during usual hours. Those in Amlwch, Beaumaris, Holyhead, Cemaes, Llangefni, Moelfre and Menai Bridge are closed. The mobile library service is not operating. Oriel Ynys Môn and Haulfre Stables are closed for the day. Other leisure attractions including Beaumaris Courthouse and Gaol, Moelfre Seawatch, Llynnon Windmill and South Stack are open. A number of services are exempt from the industrial action, such as :

All schools are closed because of the absence of support services but pre-arranged school trips are continuing. All council offices, leisure centres, libraries, education centres, cinema, theatres, public toilets, sports pavilions, cemeteries and Bryn Bach Park Visitor Centre are closed to the public. Residential care, and meals-on-wheels and home care for vulnerable people are being delivered to ensure the protection of elderly and vulnerable people. There will be no refuse collection on Wednesday, residents are urged not to put out their rubbish until the following Wednesday (24 July). A limited Registrar's service for births, marriages and deaths are operating from the office at The Grove, Tredegar. The emergency call centre is operating for emergencies only.

St David's Hall is only open to those attending the graduation ceremony and the New Theatre is closed to the public. Cardiff Bay Barrage is closed to the public, but the locks will still be in operation. There will be no rubbish and recycling collections and residents who normally have their rubbish collected on a Wednesday are asked to store their rubbish until next Wednesday to minimise litter. Ten of the 83 schools are closed. No refuse collection. Council offices are closed but Unison agreed emergency cover for vulnerable groups - carers will still work in residential homes. On Tuesday, a spokesman for the council said that it was difficult to say what the full extent of the strike would be because union membership is relatively low.
There is no telephone service for the public dialling in to the council's main switchboard on 01492 574000, and other direct dial services may also be affected. In cases of genuine emergency, the number to call is 01492 515777.Ysgol Gogarth, Llandudno and Ysgol Gynradd Towyn will be closed all day and Ysgol Porth y Felin, Conwy will be open in the morning only. There will be no housing benefit and council tax benefit or council tax service available to the public at Bodlondeb. Cash collection and enquiry services at the area offices based at Woodlands Road East, Colwyn Bay; Town Hall, Lloyd Street, Llandudno an Plas yn Dre, Llanrwst may also be affected. The county's mainstream schools are shut for pupils. The special schools, Ysgol Plas Brondyffryn (Denbigh) and Ysgol Tir Morfa (Rhyl), are open as normal. However, schools are still open for staff, and members of staff, including teachers, who fail to attend work have been warned that pay would be deducted. Rubbish will not be collected on Wednesday 17 July. The next collection for houses which have collections on Wednesdays will be Wednesday 24 July. People who usually have their rubbish collected on Wednesday have been instructed not to put it out until the evening of Tuesday 23 July at the earliest. The civic amenity sites at Rhyl, Prestatyn, Denbigh, Ruthin, Llangollen and Corwen are open as usual and householders may take their rubbish to them if they wish. Closed leisure facilities include all the visitor centres at the country parks, the Valley Museum and Mold, Saltney and Hope Leisure Centres and swimming pools. There are no out-of-hours call taken by the Council, except for emergency Housing Repairs. Mold Street Market is closed. There will be no refuse collection on Wednesday and householders are asked not to put refuse sacks out until the following Wednesday when there will be a double collection. Civic amenity sites are open for recyclables but not domestic refuse. Clinical waste will be collected later in the week. The Care Line service will be available on the normal weekend/bank holiday basis, but it advised that you use this number only in emergencies. County Hall will be open for personal callers and telephone contact. There will be limited staff available so it is advised that you only contact the Council for emergencies that cannot wait until Thursday.

However, care homes for the elderly and home care services are exempt from the strike. The civic centre is open but the services based there are not be running at full capacity. Refuse is not being collected. Those properties affected will have their refuse collected a week later. No street cleaning or litter picking is taking place. The civic amenity site in Docks Way is closed. All public toilets are closed. Head teachers have written to parents to inform them whether their schools are closed and if there are special arrangements for meals. Some school road crossing patrols are not available. All libraries and the museum are closed. The public will not be charged overdue book fines as a result of the closures. A number of council run youth clubs may be affected. Adult education students whose classes have been cancelled should have been contacted directly. Social Services offices at the Corn Exchange are not open. Hospital and other social workers are providing an out-of-hours service. Some council day centres and nurseries are affected and users of services have been informed of any special arrangements. The public are requested to avoid contacting the council, but in emergencies the control centre can be contacted on 01633 214222.

Some school canteens, though not all, are affected by industrial action. At those schools, children entitled to free school meals are provided with a packed lunch. Other pupils at affected schools should take their own packed lunch. . Most services are affected - No libraries/leisure centres are open and some council offices are closed as well. There is no refuse collection - people due to get their rubbish collected on Wednesday will not get it collected until the following Wednesday. It is up to individual head teachers whether schools are open. There is emergency cover, and home care and care homes are carrying on as usual.
All emergency services are operating as normal. Car parks are open as normal with exception of the park and ride service at Landore Burials and cremations are continuing as planned. Refuse collections for 17 Wednesday and 18 Thursday will be collected on 18 Thursday and 19 Friday respectively. The collection for 19 Friday is likely to be collected during the following week at a time yet to be determined. Residents should store rubbish or use Civic Amenity sites until advised about alternative collection arrangements. The Grand Theatre and the Swansea Leisure Centre - with the exception of the pool - are open. The Central Library, Tennis Centre, Archive Service, Marina and the Daniel James Community Pool are all open to the public. All other leisure services and facilities are closed, including public toilets. All parks are open but with limited service. Residential homes, sheltered housing and meals on wheels are operating as normal. There is also essential home care. The Guildhall and County Hall, with the exception of the registrar's office, are not open to the public. Each school has individually decided if it is to close or not. The decision has been taken by the School Governors. Services will resume as normal on 18 Thursday.
Rubbish collection is affected. Residents living in the wards of Panteg, Croesyceiliog North, Croesyceiliog South, Llanyrafon North, Llanyrafon South and Llantarnam will have their next collection on Wednesday 24 July. Over the next few days leaflets and extra bin bags will be delivered to all homes which normally receive a Wednesday collection. They are being encouraged to make use of the free bags and if possible local recycling facilities and the New Inn Civic Amenity Site. (which is open on Wednesday) Nineteen schools are open all day, 12 schools are only open during the morning and 20 school are closed all day. Pupils should have been given letters to take home explaining the arrangements in each school
In some schools the nursery units are closed but the main school is open. Anyone who needs to contact the council about a non-urgent matter may prefer to phone again on Thursday. In an emergency only, people should ring 01495 766025. Each Department has a key number that members of the public can ring which will be answered. This may take a little longer than normal. No refuse collections - people are asked not to put bags out as they will not be collected until the following Wednesday. Twelve schools out of 66 are expected to close. Cowbridge Leisure Centre is closed, but the council anticipates that the other three centres will be open. The council's main office in Barry is open, but the public are urged not to make calls or visit unless essential because there are fewer staff that usual. As with other authorities, social services and an emergency highway service are available.
