Teacher workload: At-a-glance

The aim is to free teachers up to teach
Teachers in England are to be offered a reduced workload under new plans outlined by the Department for Education. Here are the main points of reform.

  • recruiting 50,000 extra classroom assistants in England's 23,000 schools

  • transferring a total of 25 tasks, for example chasing absent pupils and invigilating exams, from teachers to classroom assistants by September 2003

  • introducing a new "advanced" grade of classroom assistant who would be able to supervise classes

  • non-teaching tasks, such as photocopying, to be taken over by administrative staff or "personal assistants"

  • a contractual limit of 38 hours per year per teacher on covering for absent colleagues to be in place by September 2004

  • guaranteed time - at least 10% of a teacher's teaching time - for planning, preparation and assessment (PPA) by September 2005

  • reducing the average weekly term-time hours from the current 52 over the period 2003 to 2006

  • guaranteed time for leadership, to allow heads and management teams to be able to focus on leading teaching and learning by September 2005

  • a government pledge to explore contractual changes so schools can take account of the need for teachers to have a reasonable work/life balance.
