Plans to erect 20 wind turbines near the Lincolnshire coast have been rejected by a planning appeal panel.
The proposal for the site at Orby Marsh near Skegness was originally turned down by East Lindsey District Council in 2003.
The applicant, Farmer Mark Caudwell, appealed and a planning inquiry was carried out.
The planning inspector said she dismissed the appeal because of the scale and location of the wind farm.
It was felt the development would harm the appearance of the area.
Mark Caudwell said: "Our legal team are looking at whether we can challenge this decision as we believe it may be against government policy.
