England pipped Samoa 22-21 to finish top of their pool at the South Africa Sevens in George as they bid for a second straight IRB Sevens title.
They opened their campaign by beating Canada 40-0 and followed it up with another easy win, 36-0 over Portugal.
Wales also reached the last eight with wins over Argentina (33-21) and Kenya (36-0), either side of a 31-7 defeat to New Zealand, who lost to Argentina.
But Scotland went out after defeats to Fiji (31-7) and Australia (29-28).
The Scots beat Namibia 29-0 in their final group match but were eliminated from the main competition.
It was an encouraging display from Wales, back on the Sevens scene for the first time since the 2002 Commonwealth Games absence.
England, fresh from their triumph in Dubai last week, are without in-form Leicester wing Tom Varndell, who scored 10 tries and won player of the tournament in Dubai.
Varndell has returned to club duty for Leicester's Heineken Cup clash with the Ospreys on Sunday, with Gloucester wing James Bailey taking his place.
