He sustained an injury in the match against India in the Rabobank Trophy last week and has been replaced by his Reading team-mate Jon Brown.
The tournament, which starts on Sunday, features eight teams in two groups.
England, who could only come eighth in the Rabobank Trophy, are in Pool A and face Belgium on Sunday, Scotland on Tuesday and Germany on Thursday.
