Bikes will have their power cut from 990cc to 800cc and fuel tank capacity reduced by three litres to 21 litres.
Two-stroke engines have also been outlawed by the Grand Prix Commission.
Riders have also been banned from using two-way radio and stopping in the pits when observing a ride-through penalty with immediate effect.
