Although Carter, 21, has struggled to make an impact at City this season he remains firmly in manager Steve Bruce's long-term plans.
Carter signed a new contract which will keep him at St Andrews until 2007.
The England Under-20 international could come in to make his Black Cats debut against Preston at the Stadium of Light on Saturday.
