Manager Martin Foyle told BBC Radio Stoke: "Ian has decided not accept the new position in the managerial set up.
"I fully understand his reasons, but he'll be a big loss to the club."
The ex-Manchester City defender lost his job as assistant manager when Foyle took over in February and replaced him with Dean Glover.
