Ashbee has led City to back-to-back promotions and Taylor will ask him to continue in the role for the Tigers in the Championship next season.
Taylor explained: "Ian's been an outstanding captain and there's no reason he can't carry that on.
"I'm sure he'll handle the higher level. In fact I'm confident the majority of the players will."
