Bideawhile, a company co-owned by Howard, bought the ground for £1.92m last year and recently rejected a £2.2m bid for it from ex-director Johnny Hon.
But Howard said: "Football will be played at Abbey Stadium for 50 years, unless the directors and shareholders feel the best thing is to relocate.
"The ground is safe in the short-term, no matter what people may think."
