Rishi Sunak has sought to portray himself as the Prime Minister that can offer change - in his first speech to the Conservative Party conference since he was elected to the top job. As expected, he announced the scrapping of the HS2 line from Birmingham to Manchester - but he promised to "reinvest every penny" saved - which he said was 36 billion pounds - in rail, roads and buses in the North, the Midlands and across the country. There were also new policy announcements on smoking and post-16 education.
