Jess' story is far from unique. Campaigners say some landlords are using shell companies to rent out their properties to avoid taking responsibility for living conditions. Now, the issue is being considered by the Supreme Court - as judges decide on the legal definition of who should be deemed a landlord. It's thought the final ruling will have a big impact on tenants in some of the worst homes in the country. Representatives of landlords say they can also be deceived by the same operators.
