The government administration and the Tamil tigers are yet to agree on the minimum distance of settlement from the beach.
The LTTE has proposed, that houses and other buildings should be rebuilt, 500 metres inland while the government has opted for a 200 metre limit.
How ever the Government Agent Emilda Sukumar says that she has decided on a 300 metre compromise.
She says that 189 houses, 49 shops and 37 other government buildings should be rebuilt, but up to now all these are plans only on paper
While the planning process stagers nearly four thousand tsunami victims live in temporary shelter.
The displaced have to put up with excessive heat and skin irritations under temporary tarpaulin shelters.
