Why is there still not adequate service provision?

A recent report released by the Youth Justice Board showed that 17% of cautions and convictions for sexual offences in England and Wales in 2001 related to young people under the age of 18.

The problem of sexual abuse by children is better understood now than a decade ago but the need for a nationwide multi-agency approach to this difficult area remains vital. Woman's Hour investigates the concerns about the continued patchy provision of services available for these youths and their families.
