Supporting the transition to further education

Five years after the Children Leaving Care Act was implemented, research from the children's charity Barnardo's suggests financial support for care leavers is still vastly inadequate.

Why do we still have such low expectations of young people leaving care when it comes to further education, yet such high expectations of them being able to cope with the transition into adulthood often with little support?
