Why are there so many problems?
Britain's childcare is among the most expensive in the world - out of reach for many families.
Forty percent of childcare staff earn little more per hour than a supermarket cashier, and childcare providers struggle to stay in business as funding is frequently uncertain. The government hopes their Childcare Bill, which has just gone under consultation, will bring a sense of order.
But are their plans for universal childcare being stymied by a failure to match money to ambition?
