 What can be done?
In 2004, 16 million pounds was allocated to the Prison Service to provide dedicated units in existing prisons, with specialist facilities and staff to care for women offenders under 18.
Last week the first unit at Downview officially opened. Claudia Hammond visits the unit and speaks to the staff and inmates about their experience in the unit. We also hear from Lucie Russell from Smart Justice for women who are campaigning for more to be done to tackle the reasons these girls are committing crimes in the first place.
