Are there problems with the system?

How do social workers decide when a child should be removed from its mother? It's been reported that a young woman moved counties when she was told that she would have her baby taken away at birth. Social workers had expressed fears that the woman, who has experienced mental health problems in the past, would harm her baby. So how do social workers decide when a child should be removed from its mother? And are some social workers putting babies into care too quickly? Jane's joined by John Hemming MP, chair of Justice for Families, and John Coughlan, from the Association of Directors of Children’s Services.
