"Incredible Years" is a parenting programme that aims to teach and develop parenting skills. It's been running in Wales for the past few years, helping to prevent children who live in high-risk, socially disadvantaged areas from developing behavioural problems. Many of these children come from vulnerable families originally targeted by Sure Start, but who the scheme has failed to reach, despite a £3 billion pound investment.
Jenni speaks to Judy Hutchings, who is responsible for the development of the Incredible Years programme; to Hilary Armstrong, Cabinet Minister for Social Exclusion and to the journalist, Minette Marrin, who is concerned about the government's intrusion into personal and family life.
