 Romania is one of the next countries to join the EC in January. For many of us the mention of the country brings back images of thousands of abandoned babies lined up in huge state orphanages waiting for adoption. They were the consequence of Ceausescu's forced “breeding programme”. It's 40 years since he banned contraception, made abortion illegal and put secret police into hospitals to enforce it.
