This week, Tony Blair delivered a speech outlining the government's new plans to tackle social exclusion. Amongst the strategies discussed were early prediction and intervention - in particular for under-age mothers. With Britain having the highest rate of teenage pregnancy in Europe, possible solutions being mooted were better access to contraceptives and parenting classes.
So are these constructive proposals or arbitrary state meddling? Jenni is joined by the government's Minister for Social Exclusion Hilary Armstrong and Ellie Lee, Lecturer in Social Policy at Kent University.
