As judges and magistrates are urged to lock up only the most persistent offenders we find out about an alternative to custodial sentences for young people – ‘Intensive Fostering’ schemes are proving successful in preventing re-offending – so why are we still putting so many children in Young Offenders' Institutions?

Clare Tickell from NCH, the children's charity and John Fassenfelt, from the Magistrates Association join Sheila to discuss this issue.
