Do we need a national register of our brightest children? |

Earlier this summer the Government announced a national register of Britain's brightest pupils. Each secondary school will be asked to register its top 5% of students - who will then be tracked throughout their education, and encouraged to apply to the elite universities.
So, will this register give children from poorer backgrounds a chance to reach their full potential? Or, is it selection by stealth - with children being labelled as failures at the age of 11?
