Disraeli and Electoral Reform
In 1865 Palmerston died and Lord Russell once again became Prime Minister. He set out to reform Parliament. Firstly the Franchise and secondly the distribution of seats.
In England and Wales there were a million voters. To vote you had to be male and have property of a certain value. Therefore it was mainly a middle class vote. The distribution of votes had not changed since 1832 even though the industrial age had brought many changes and developments.
The timing was wrong. The Bill was defeated in the House and Russell resigned. Derby replaced him and Disraeli became Chancellor of the Exchequer. The Conservatives drafted their own Bill and eventually it went through. It doubled the electorate. In 1868 Derby resigned due to ill health and Disraeli became Prime Minister.

In 1868 flogging in the peacetime army was abolished.
