Henry Nowak, an 18-year-old student, was stabbed to death in December, and was arrested and handcuffed as he lay dying on the ground. His killer, Vickrum Digwa, had claimed he had been the victim of a racist attack. The government now says anti-racism guidance should change. We hear how the story has become a big political story in the UK.
