"A
transcript of the interview was disclosed to Lord Hutton while the
Inquiry was sitting.
"When
the BBC governors met on 6 July, Dr Kelly had not been identified
as the BBC source, therefore his interview would not have been identified
as being of relevance at that point.
"At
that stage the only people who knew who Andrew Gilligan's source
was were Andrew Gilligan and Richard Sambrook.
"To
have attempted to conduct a trawl of material at that point would
inevitably have led to the identification of the source across the
BBC, whereas the BBC's duty was to protect its source.
"Unlike
the interview with Panorama, Dr Kelly's interview with Andrew Gilligan
had been given on an off the record basis."
