These problems notwithstanding however, it is clear that the Action plans provide much of an improvement in relation to what has passed previously for Targeting Social Need. Departments have provided a range of targets and deadlines which attempt to at least provide a framework for achieving their objectives. The key test however, will be what change the new initiative actually delivers on the ground for those experiencing social exclusion. Ultimately they, not Mr Mandleson will deliver a verdict on whether 'New TSN' is more than just a nicely packaged attempt to remarket the same old approach.
