 -  judges would not be banned from exclusive organisations like the Masons but would have to operate by a statement of ethics
 -  the practice of saying "God save the Queen" when judges enter the court and the judiciary's Oath of Allegiance to the Queen would be scrapped
 -  an independent commission to oversee the appointment of judges
 -  the establishment of an independent Public Prosecution Service for Northern Ireland
 -  an end to the RUC's role in the prosecution of minor offences

The government's dilatory response to the Review Report proposals led to calls from nationalists and republicans for the proposals to be implemented without delay. Under pressure at the Weston Park talks in July 2001, the government confirmed it would produce a blueprint for the reform of the justice system. On 12 November the government published its Implementation Plan for the Criminal Justice Review and a draft Justice (Northern Ireland) Bill. The Implementation Plan details the government's response to each recommendation and the draft legislation covers those areas that require statutory provision. The initial four week consultation period was extended until 7 20020131 after which the Bill will go forward to the House of Commons.
