Panorama: Undercover in the Police, BBC One, 1 October 2025

Complaint

A viewer complained this programme was part of a “vindictive campaign” against the police and demonstrated bias against the police and white officers. The ECU considered whether it met the standards for impartiality set out in the BBC Editorial Guidelines.  


Outcome

In the ECU’s view there was a clear public interest in investigating ongoing concerns of racism, misogyny and unjustified use of force by officers working for the Metropolitan Police in 2025. The evidence uncovered by Panorama led the Met Commissioner to say “The behaviour depicted in this programme is reprehensible and completely unacceptable.” Several officers have, to date, been sacked and others face misconduct hearings. The ECU did not therefore agree the programme showed bias against the Police.
