Complaint
A viewer complained about inaccuracies and omissions in the section of this programme which looked at the deaths of Babies K and O at the Countess of Chester Hospital. The ECU considered whether it met the relevant standards set out in the BBC Editorial Guidelines.
Outcome
Decisions about which information should be included in broadcast output are matters for the discretion of editors, and do not by themselves raise the prospect of a breach of editorial standards. In this case the ECU considered viewers were given sufficient and duly accurate information about the circumstances of the death of Baby O, including the views of the Doctor who investigated the postmortem. Part of the requirement for a programme, like Panorama, is to provide as comprehensive an understanding of points of controversy as can be contained within an hour-long programme.
