Complaint

A viewer complained about comments made by the programme presenter in which he described the Second Intifada as “an uprising of the people against an internationally recognised occupation”. The ECU considered whether the output met the BBC’s Guidelines on impartiality. 


Outcome

The statement was made in response to a guest’s remarks about actions taken by Israel towards groups involved in terror incidents during the Second Intifada. Nevertheless, the ECU agreed it risked giving the impression of an endorsement of one side of a contested matter.  While the events of the Second Intifada began with spontaneous acts of public protest, over the course of the following months and years it also involved organised attacks beyond the initial civilian uprising.  The intention of the intervention had been to raise the wider context of the intifada – including the occupation of the Palestinian Territories – but the ECU considered the terms in which this was expressed did not make this clear.
