Complaint

This edition of Good Morning Scotland included a preview of the latest Government Expenditure and Revenue Scotland figures. A listener complained the item was inaccurate and misleading because the figures reflect Scotland’s position within the UK and not its putative position as an independent nation which might have taken different economic and financial decisions.  The ECU considered the complaint in the light of the BBC’s editorial standards of accuracy.  


Outcome

The figures, commonly known as GERS, estimate the annual revenue raised in Scotland and the cost of public services provided for Scotland, and are frequently cited in political debate, particularly in discussions about Scotland’s economic prospects as an independent country.  The BBC report acknowledged this context and made clear to listeners the contested nature of the figures in relation to independence.  The item was therefore duly accurate.
