Migration plans in Jersey do not go far enough to control the population, according to an official watchdog.
The Scrutiny Panel report criticises Jersey's Economic Development Committee for allowing 750 non-locally qualified workers in the island over five years.
It is also concerned plans to increase the economy by 7% a year will mean migrant numbers will continue to rise.
It said migration should not be handled by a department which could just put economic concerns first.
The panel added that if a new policy was approved allowing up to 500 immigrants in per year, it would have a serious impact on the island's infrastructure and public services.
Earlier this week, Senator Philip Ozouf there was still the capacity to support more people coming to work in the island.
