Islanders could be charged for each bag of rubbish collected from their home.
Environment President Philip Ozouf says he favours the Swiss model of having all recyclable waste collected but anything else put in a pre-paid bag.
He thinks it is a good system that gives people an incentive to recycle and helps meet the costs of waste.
Senator Philip Ozouf visited an incinerator which serves a population of 200,000, about the same size as Jersey and Guernsey.
In the next few months Jersey's politicians will be asked to decide on the best way of dealing with the island's waste, including a replacement for the incinerator at Bellozanne.
