A new code of conduct should help keep Guernsey tidy, but campaigners hope legislation will complete the job.
The Guernsey Litter Forum met with fast food and cafe operators which included presentations by the States' Works and Environment Department.
The forum is now moving towards a voluntary code of conduct for those who run places where food is served.
But chairman Richard Brache says it may take the full weight of the law to finish the job.
Mr Brache said: "At the end of the day, there's got to be legislation.
"We're already talking with police in order to be able to deal with the problem by enabling them to issue on-the-spot fines to prevent this.
