Brown on climate talks 'breakthrough'

British Prime Minister Gordon Brown says European Union leaders have made a "breakthrough" on what they will offer other countries during climate change negotiations in Copenhagen in December.

EU leaders are trying to agree on how to share the cost of helping developing countries combat global warming.

Mr Brown said that there had been "real progress" towards making a deal on climate change happen.
