Darling announces top-rate rise

Chancellor Alistair Darling has announced that the top-rate of tax will rise to 45% in 2011 in his pre-Budget report.

Mr Darling's Commons statement heralds the biggest shake-up of Labour's economic policy since it came to power in 1997.
