The leader of the SNP group on Highland Council has claimed its direct access with a Nationalist administration at Holyrood would benefit the region.
John Finnie said councillors would use their contacts in a new Scottish Executive to help the authority.
The 35-strong Independent group on Highland Council agreed on Friday to go into coalition with the SNP's 17.
The SNP won most seats in the Holyrood elections, emerging with 47 MSPs - one more than Labour.
Mr Finnie said Highland, like many other local authorities, needed help overcoming financial difficulties.
He said: "We have a range of Highland MSPs, which I think people would understand, gives us access to the Scottish Executive which may not otherwise exits.
