Minister on 'unfairness' of not capping housing benefit

The prime minister, David Cameron, has said he will stick by government proposals to cap housing benefit, even though it could mean tens of thousands of people having to move out of their homes.

Housing Minister Grant Shapps tells Gavin Esler that it is not fair that in some cases benefit claimants can afford to live in properties that are financially out of reach of people in work.
