Does benefits cap penalise those with many children most?

Chancellor George Osborne has announced plans for a maximum limit of about £26,000 on the amount of benefits one family can claim each year.

The cap will apply to the combined income from benefits including things like jobseekers allowance, housing benefit and council tax benefit.

Jeremy Paxman asks Culture Secretary Jeremy Hunt if the plans will penalise those with many children the most.
